The Planning Emergency Operations course provides an overview of operational planning
concepts and procedures applicable to the emergency management profession. Participants
develop a deep appreciation for the critical role planning plays in emergency preparedness and
response. Learners in this course will become familiar with the Comprehensive Preparedness
Guides (CPG 101 and CPG 201) to draft emergency plans following a six-step planning process
that supports the Whole Community philosophy and to conduct a Threat and Hazard
Identification and Risk Analysis (THIRA). The course culminates with a special event planning
case study where the concepts and procedures learned can be applied and evaluated.
EM Basic Academy Requirement: This is a required course in the Emergency Management
Target Audience: This course is highly recommended for all emergency management and public
safety professionals interested in developing a deeper understanding of the emergency
operations planning process.
